Vimpelcom set to sell African, Asian businesses: FT

MOSCOW (Reuters) - Telecoms group Vimpelcom is set to sell a number of businesses in Asia and Africa to focus on its core markets such as Russia and Italy, the Financial Times reported on Monday.

The New York-listed phone company is holding talks with potential buyers for its assets in Burundi and the Central African Republic, and is also looking to sell Telecel Zimbabwe after resolving ownership issues, the paper said.

Together, the three businesses could be valued at more than $60 million, the FT reported, citing a source.

Vimpelcom is also looking to sell its units in Cambodia, where it has around 1 million customers, and Laos, with around 400,000 subscribers, the paper said.

Vimpelcom is focusing on reducing debt and concentrating on growth in core markets such as Italy and Russia, which account for around 70 per cent of the company's business, the newspaper said. However, it is expected to retain some strategic growth market businesses such as in Algeria.

A spokesman for Vimpelcom said the company is working to maximize value across all of its businesses.

"We will look at all options during this process but have no further comment concerning the progress we have made," he said.

The company's large shareholders are Mikhail Fridman's Alfa Group and Norwegian telecoms group Telenor .

NCAA grad rates improving in football, basketball

INDIANAPOLIS (AP) ? More men's basketball players are taking advantage of the biggest shot of their life and earning a college diploma.

The latest results from the NCAA's annual Graduation Success Rate showed a record 74 percent of Division I basketball players from the 2005-06 freshmen class left school with a degree, a 6-percentage point increase over the one-year measurement from the class of 2004-05.

It's a stunning turnaround for a sport that has traditionally lagged others in the closely watched report.

"I'm pretty confident it's a reflection of the seriousness of the athletes and the coaching staffs to keep students in school and focused on their classes," NCAA President Mark Emmert said during a conference call. "They've really been stepping up. We look at that and we're extremely pleased by it."

Football Bowl Subdivision players also improved their scores by 1 percentage point in the one-year snapshot, hitting 70 percent for the first time.

The overall four-year graduation rate, covering freshman classes from 2002-03 through 2005-06, was 80 percent, matching last year's record high. Using that measure, men's basketball and FBS players both came in at 68 percent, with both sports showing modest gains (1-percentage point increase in FBS and 2 percentage points in basketball).

NCAA officials believe the improvement in its two biggest money-making sports indicates that the more stringent requirements for incoming freshmen, tougher standards to maintain eligibility first passed in 2003, and the focus on the GSR and Academic Progress Rate reports are making an impact.

Last year, Emmert upped the ante by pushing for ? and getting ? the board of directors to impose harsher sanctions including postseason bans for teams that fall below the mandated APR cutline of 900. That report is released in the spring. Connecticut's men's basketball team is the first major school in one of the two big sports to miss the cutline and will be ineligible for this year's NCAA tournament.

This week's report showed UConn had a four-year graduation rate of 11 percent.

"Ideally, we'd like every student-athlete who enters college graduate. That's why they go there," said University of Hartford President Walt Harrison, the longtime chairman of the Division I Committee on Academic Performance. "That's what college is all about, and we think we're helping to enable them to achieve their dreams."

Some contend the NCAA's numbers are flawed because they're calculated differently than the federal statistics, which critics say may portray a more accurate picture of what's actually happening in classrooms across America.

While both the NCAA and the feds evaluate students over a six-year span, the NCAA's numbers include transfer students who leave school in good academic standing and earn a degree somewhere else. The feds do not count anyone who leaves their first school, regardless of whether the student or athlete actually earns a degree.

A year ago, the government reported a record 65 percent of student-athletes had earned degrees, compared with 63 percent of all students. This year's one-year numbers were the same. The NCAA does not calculate figures for the overall student body.

David Ridpath, past president of the NCAA watchdog The Drake Group, pointed out the federal numbers include part-time students and that can skew the stats, too.

"I don't think any measurement is perfect," said Ridpath, a professor at Ohio University. "But I think with the APR and everything else, the question is are they academically prepared when they get to college, and if they are, are they taking a major that is going to benefit them for the next 50 years of their life."

Others argue athletes should graduate at a higher rate than the overall student population because they receive benefits such as tutoring and academic counseling that most students cannot afford and do not receive.

Emmert said he agreed that athletes should outdo their peers and cited two familiar football names ? Andrew Luck and Robert Griffin III ? as examples of what can be achieved both in the classroom and on the field. Luck and Griffin both have diplomas and went 1-2 in April's NFL draft.

"We think they (athletes) should be graduating at higher rates and they do graduate at higher rates," Emmert said. "But I would also tell people to pay attention to what it takes to be a competitive athlete in college. It's an enormous task and these young men and women are pretty amazing when you look at the demands placed on them."

Not all of the numbers were impressive.

The one-year measurement for all college athletes dropped from 82 percent in 2004-05 to 81 percent in 2005-06.

And though the government numbers showed athletes in every sub-group but one graduating at a higher rate than their peers, white male athletes now trail the white male students, 64 percent to 63 percent.

Of the 36 men's and women's sports included in the four-year numbers, nine held steady and five incurred slight declines. The grad rate in men's rifle, men's skiing and women's water polo each had 1-percentage point decreases, while men's lacrosse incurred a 2-percentage point drop. Men's water polo, women's bowling and women's ice hockey each had 3-percentage point increases and women's fencing improved by 5 percentage points.

Each of the other sports showed modest gains of 1 or 2 percentage points.

But the solid improvement in football and basketball was notable.

In the 11 years the NCAA has collected data, men's basketball players have had an 18-percentage point increase and black men's players have seen a jump of 21 percentage points in earing degrees. FBS players have seen their number improve by 7 percentage points over the same span.

Emmert couldn't quibble with those stats, though he hopes to see them continue to increase.

"We don't think of getting your degree as Plan B, we think of that as Plan A and those were almost the same words Robert Griffin III used last year," Emmert said. "We are certainly going to continue moving forward with this expectation of continuing progress. For right now, we're delighted to be able to report greater success."

New paper examines shifting gears in the circadian clock of the heart

ScienceDaily (Oct. 23, 2012) ? A new study conducted by a team of scientists led by Giles Duffield, assistant professor of biological sciences and a member of the Eck Institute for Global Health at the University of Notre Dame, focuses on the circadian clock of the heart, using cultured heart tissue. The results of the new study have implications for cardiovascular health, including daily changes in responses to stress and the effect of long-term rotational shift work.

Previous studies by a research group at the University of Geneva demonstrated a role for glucocorticoids in shifting the biological clock, and characterized this effect in the liver.

The new Notre Dame study, which appears in the Oct. 23 edition of the journal PLoS ONE, reveals that time-of-day specific treatment with a synthetic glucocorticoid, known as dexamethasone, could shift the circadian rhythms of atria samples, but the time-specific effect on the direction of the shifts was different from the liver. For example, when glucocorticoid treatment produces advances of the liver clock, in the atria it produces delays.

"We treated cardiac atrial explants around the clock and produced what is known as a phase response curve, showing the magnitude of the shifting of the clock dependent upon the time of day the treatment is delivered," Duffield said.

Glucocorticoids are steroid hormones produced by the adrenal cortex that then circulate in the blood and regulate aspects of glucose metabolism and immune system function, among other things. Glucocorticoid receptors (GRs) that are activated by the hormone are found in many of our bodies' cells.

The researchers determined the temporal state of the circadian clock by monitoring the rhythmic expression of clock genes period 1 and period 2 in living tissues derived from transgenic mice.

"Our data highlights the sensitivity of the body's major organs to GR signaling, and in particular the heart," Duffield said. "This could be problematic for users of synthetic glucocorticoids, often used to treat chronic inflammation. Also the differences we observe between important organ systems such as the heart and liver might explain some of the internal disturbance to the synchrony between these tissues that contain their own internal clocks that can occur during shift-work and jet lag. For example, at some point in the time zone transition, your brain might be in the time zone of Sydney, Australia; your heart in Hawaii; and your liver still in Los Angeles. It is important to note that approximately 16 percent of the U.S. and European workforces undertake some form of shift work.

"Circadian biologists often are thought to be focused on finding a cure to actual 'jet lag,' when in fact, certain types of shift work schedules are effectively producing a jet lag response in our body on a weekly basis, and therefore this chronically influences a large part of our population in the modern industrialized world."

The other interesting finding was that even removing and replacing the chemically defined tissue growth media (including using the same medium sample) produced shifts of the circadian clock, although these were somewhat smaller shifts than those produced by the synthetic glucocorticoid treatment.

The authors make an interesting proposal: that these "media exchange" shifts are in part caused by mechanical stimulation to the heart tissue produced by simply removing and replacing the very same media. Although the research is in its early phase, the hypothesis does highlight the potential for mechanical stretch of the atria to be a mechanism through which the circadian clock of the heart could be shifted to a new phase of the 24-hour day. There are in fact precedents for this, in that the walls of the cardiac atria already contain stretch receptors that are associated with the control of atrial natriuretic peptide hormone release.

"Lest we forget, the heart by nature is mechanical, serving as the pump for the cardiovascular system," Duffield said.

Simple rigorous exercise in healthy people or stress that can raise heart rate and increase cardiac stroke volume (through activation of the sympathetic nervous system) might produce such a phase-shifting effect by acting through such a stretch mechanism. Further, this response is likely to be time-of-day specific, and the phase response curve to medium treatment that the authors generated in vitro would also predict at what time of the 24-hour day such shifts might occur.

The authors are, however, cautious about the interpretation of their data, as much of this mechanical shift hypothesis has yet to be tested.

It is already known that the heart contains a cell-autonomous biological clock and that there are changes across the 24-hour day in cardiac function such as tissue remodeling, what cultured heart muscle cells known as cardiomyocytes metabolize, and differences in responses to physiological demands. The incidence of cardiovascular illness changes over the 24-hour day, with most heart attacks occurring in the morning. Obviously the results of the new study have implications for cardiovascular health, including daily changes in responses to stress and the effect of long-term rotational shift work.

"Put simply, many of our organ systems, specialized in their own way to serve particular functions, are effectively different in their activities and responses across the 24-hour day," said Duffield. "The circadian clock controls these rhythmic processes in each cell and tissue. The components of our body such as the heart, liver and brain can be divided up as to function differentially not only in a spatial sense, but also temporally."

Duffield, the scientific team principle investigator, stressed that the work was a team effort and highlights the important contributions of postdoctoral researcher Daan van der Veen, now a lecturer at the University of Surrey, United Kingdom, and two visiting graduate students from Nankai University, China: Yang Xi and Jinping Shao, who is now a lecturer at Zhengzhou University School of Medicine. The work was funded by grants from the American Heart Association and the National Institute of General Medical Sciences.

Target to sell credit card business to TD Bank

(AP) ? Target Corp. says it has reached a deal to sell its entire consumer credit card business to TD Bank Group.

The discounter says the sale price is equal to the gross value of the outstanding receivables at the time of closing. Target's portfolio currently has a gross value of about $5.9 billion.

The two companies also entered into a seven-year pact under which TD will underwrite, fund and own future Target credit card and Target Visa receivables in the U.S.

The transaction is expected to close in the first half of calendar 2013.

Target said in January 2011 that it intended to sell its credit card business, but put those plans on hold at the beginning of this year.

Target shares rose 4 cents to $62.25 in pre-market trading.

Motherhood and Cancer: Family Sail

We had a full weekend. On Saturday morning Capt. Adorable had hockey (on the ice at 7:10, which means we have to get there at 6:50, which means we leave the house at 6:30, which means we get up at 6:10. So early!). Then we all went to the grocery store and bought lunches and dinners for each of us. Why? Because we were going to spend the night on the boat.?

We had planned to sail across the Bay but there wasn't enough wind, so we had to motor. It was cold sitting in the cockpit, but we had a good time and the bimini is off now, so the sun kept us warm. Aside from the lack of wind, a perfect day for a fall sail. Such beauty all around--the birds, the changing leaves, the blue blue sky.

We anchored in the Wye River. Dinner in the cockpit with the sunset as the main attraction other than the food. There were lots of other boats at anchor there as well (lots=about a dozen). Here is a photo of the end of the sunset.

We hoped to watch the meteor shower but clouds blew in (as you can see above) and all we could see was the bright new moon. It was rather windy during the night, which means not such great sleeping for the grownups who worry about the boat dragging, but we had the big anchor, so we were fine. It was warm and snug in the cabin.

The next day we sailed most of the way home, until the wind slowed enough that we turned on the motor so we could have a few hours at home before dinner making time arrived.?

Substance abuse is increasing around the world, and Canada is no exception. According to Teen Challenge Canada, a program committed to keeping young people clean, more than 47,000 annual deaths in the country are linked to substance abuse.

These statistics signal a need for more workers to help young people fight addictions. Early look at Windows 8 baffles consumers

The release of Microsoft's Windows 8 operating system is a week away, and consumers are in for a shock. Windows, used in one form or another for a generation, is getting a completely different look that will force users to learn new ways to get things done.

Microsoft is making a radical break with the past to stay relevant in a world where smartphones and tablets have eroded the three-decade dominance of the personal computer. Windows 8 is supposed to tie together Microsoft's PC, tablet and phone software with one look. But judging by the reactions of some people who have tried the PC version, it's a move that risks confusing and alienating customers.

Tony Roos, an American missionary in Paris, installed a free preview version of Windows 8 on his aging laptop to see if Microsoft's new operating system would make the PC faster and more responsive. It didn't, he said, and he quickly learned that working with the new software requires tossing out a lot of what he knows about Windows.

"It was very difficult to get used to," he said. "I have an 8-year-old and a 10-year-old, and they never got used to it. They were like, 'We're just going to use Mom's computer.'"

Windows 8 is the biggest revision of Microsoft's operating system since it introduced Windows 95 amid great fanfare 17 years ago. Ultimately, Windows grew into a $14 billion a year business and helped make former Chief Executive Bill Gates the richest man in the world for a time. Now, due to smartphones and tablets, the personal computer industry is slumping. Computer companies are desperate for something that will get sales growing again. PC sales are expected to shrink this year for the first time since 2001, according to IHS iSuppli, a market research firm.

The question is whether the new version, which can be run on tablets and smartphones, along with the traditional PC, can satisfy the needs of both types of users.

"I am very worried that Microsoft may be about to shoot itself in the foot spectacularly," said?Michael Mace, the CEO of Silicon Valley software startup Cera Technology and a former Apple employee. Windows 8 is so different, he said, that many Windows users who aren't technophiles will feel lost, he said.

Microsoft is releasing Windows 8 on Oct. 26, and it doesn't plan to cushion the impact. Computer companies will make Windows 8 standard on practically all PCs that are sold to consumers.

Speaking to Wall Street analysts on Thursday, Microsoft's chief financial officer Peter Klein said he isn't very concerned that user confusion could slow the adoption of Windows 8. When Microsoft introduces new features, he said, people eventually realize that "those innovations have delivered way more value, way more productivity and way better usability." That's going to be true of Windows 8 too, he said.

Instead of the familiar Start menu and icons, Windows 8 displays applications as a colorful array of tiles, which can feature updated information from the applications. For instance, the "Photos" tile shows an image from the user's collection, and the "People" tile shows images from the user's social-media contacts. (Microsoft is licensed to use AP content in the Windows 8 news applications.)

The tiles are big and easy to hit with a finger ? convenient for a touch?screen. Applications fill the whole screen by default ? convenient for a tablet screen, which is usually smaller than a PC's. The little buttons that surround Windows 7 applications, for functions like controlling the speaker volume, are hidden, giving a clean, uncluttered view. When you need those little buttons, you can bring them out, but users have to figure out on their own how to do it.

"In the quest for simplicity, they sacrificed obviousness," said Sebastiaan de With, an interface designer and the chief creative officer at app developer DoubleTwist in San Francisco.

Technology blogger Chris Pirillo posted a YouTube video of his father using a preview version of Windows 8 for the first time. As the elder Pirillo tours the operating system with no help from his son, he blunders into the old "Desktop" environment and can't figure out how to get back to the Start tiles. (Hint: Move the mouse cursor into the top right corner of the screen, then swipe down to the "Start" button that appears, and click it. On a touch screen, swipe a finger in from the right edge of the screen to reveal the Start button.) The four-minute video has been viewed more than 1.1 million times since it was posted in March.

"There are many things that are hidden," said Raluca Budiu, a user experience specialist with Nielsen Norman Group. "Once users discover them, they have to remember where they are. People will have to work hard and use this system on a regular basis."

Mace, the software CEO, has used every version of Windows since version 2.0, which came out in 1987. Each one, he said, built upon the previous one. Users didn't need to toss out their old ways of doing things when new software came along. Windows 8 ditches that tradition of continuity, he said.

"Most Windows users don't view their PCs as being broken to begin with. If you tell them 'Oh, here's a new version of Windows, and you have to relearn everything to use it,' how many normal users are going to want to do that?" he asked.

The familiar Windows Desktop is still available through one of the tiles, and most programs will open up in that environment. But since the Start button is gone, users will have to flip back and forth between the desktop and the tile screen.

There's additional potential for confusion because there's one version of Windows 8, called "Windows RT," that looks like the PC version but doesn't run regular Windows programs. It's intended for tablets and lightweight tablet-laptop hybrids.

Budiu believes the transition to Windows 8 will be most difficult for PC users, because Microsoft's design choices favor touch screens rather than mice and keyboards. Alex Wukovich, a Londoner who tried Windows 8 on a friend's laptop, agrees.

"On a desktop, it just felt really weird," he said. "It feels like it's a tablet operating system that Microsoft managed to twist and shoehorn onto a desktop."

Not everyone who has tried Windows 8 agrees with the critics.

Sheldon Skaggs, a Web developer in Charlotte, N.C., thought he was going to hate Windows 8, but he needed to do something to speed up his 5-year-old laptop. So he installed the new software.

"After a bit of a learning curve and playing around with it a bit more, you get used to it, surprisingly," he said.

The computer now boots up faster than it did with Windows Vista, he said.

Vista was Microsoft's most recent operating-system flop. It was seen as so clunky and buggy when released in 2007 that many PC users sat out the upgrade cycle and waited for Windows 7, which arrived two and a half years later. Companies and other institutions wait much longer than consumers to upgrade their software, and many will keep paying for Windows 7. Many companies are still using Windows XP, released in 2001.

Colin Gillis, an analyst at BGC Financial, is optimistic about Windows 8, pointing out that it's snappy and runs well on PCs with limited processing power, making it suited for compact, tablet-style machines. But he also notes that through Microsoft's history, roughly every other operating-system release has been a letdown.

Intel makes the processors that go into 80 percent of PCs, and has a strong interest in the success of Windows. CEO Paul Otellini said Tuesday that when the company has let consumers try Windows 8 on expensive "ultrabook" laptops with touch screens, "the feedback is universally positive." But he told analysts that he doesn't really know if people will embrace Windows 8 for mainstream PCs.

"We'll know a lot more about this 90 days from now," he said.?

Researchers explore how the brain perceives direction and location

ScienceDaily (Oct. 19, 2012) ? The Who asked "who are you?" but Dartmouth neurobiologist Jeffrey Taube asks "where are you?" and "where are you going?" Taube is not asking philosophical or theological questions. Rather, he is investigating nerve cells in the brain that function in establishing one's location and direction.

Taube, a professor in the Department of Psychological and Brain Sciences, is using microelectrodes to record the activity of cells in a rat's brain that make possible spatial navigation -- how the rat gets from one place to another -- from "here" to "there." But before embarking to go "there," you must first define "here."

Survival Value

"Knowing what direction you are facing, where you are, and how to navigate are really fundamental to your survival," says Taube. "For any animal that is preyed upon, you'd better know where your hole in the ground is and how you are going to get there quickly. And you also need to know direction and location to find food resources, water resources, and the like."

Not only is this information fundamental to your survival, but knowing your spatial orientation at a given moment is important in other ways, as well. Taube points out that it is a sense or skill that you tend to take for granted, which you subconsciously keep track of. "It only comes to your attention when something goes wrong, like when you look for your car at the end of the day and you can't find it in the parking lot," says Taube.

Perhaps this is a momentary lapse, a minor navigational error, but it might also be the result of brain damage due to trauma or a stroke, or it might even be attributable to the onset of a disease such as Alzheimer's. Understanding the process of spatial navigation and knowing its relevant areas in the brain may be crucial to dealing with such situations.

The Cells Themselves

One critical component involved in this process is the set of neurons called "head direction cells." These cells act like a compass based on the direction your head is facing. They are located in the thalamus, a structure that sits on top of the brainstem, near the center of the brain.

He is also studying neurons he calls "place cells." These cells work to establish your location relative to some landmarks or cues in the environment. The place cells are found in the hippocampus, part of the brain's temporal lobe. They fire based not on the direction you are facing, but on where you are located.

Studies were conducted using implanted microelectrodes that enabled the monitoring of electrical activity as these different cell types fired.

Taube explains that the two populations -- the head direction cells and the place cells -- talk to one another. "They put that information together to give you an overall sense of 'here,' location wise and direction wise," he says. "That is the first ingredient for being able to ask the question, 'How am I going to get to point B if I am at point A?' It is the starting point on the cognitive map."

The Latest Research

Taube and Stephane Valerio, his postdoctoral associate for the last four years, have just published a paper in the journal Nature Neuroscience, highlighting the head direction cells. Valerio has since returned to the Universit? Bordeaux in France.

The studies described in Nature Neuroscience discuss the responses of the spatial navigation system when an animal makes an error and arrives at a destination other than the one targeted -- its home refuge, in this case. The authors describe two error-correction processes that may be called into play -- resetting and remapping -- differentiating them based on the size of error the animal makes when performing the task.

When the animal makes a small error and misses the target by a little, the cells will reset to their original setting, fixing on landmarks it can identify in its landscape. "We concluded that this was an active behavioral correction process, an adjustment in performance," Taube says. "However, if the animal becomes disoriented and makes a large error in its quest for home, it will construct an entirely new cognitive map with a permanent shift in the directional firing pattern of the head direction cells." This is the "remapping."

Taube acknowledges that others have talked about remapping and resetting, but they have always regarded them as if they were the same process. "What we are trying to argue in this paper is that they are really two different, separate brain processes, and we demonstrated it empirically," he says. "To continue to study spatial navigation, in particular how you correct for errors, you have to distinguish between these two qualitatively different responses."

Taube says other investigators will use this distinction as a basis for further studies, particularly in understanding how people correct their orientation when making navigational errors.

Analysis: Complaints rise over complex U.S. stock orders

NEW YORK (Reuters) - Allegations of abuse over how a stock trade is executed may soon bring a new black eye to Wall Street or amount to little more than another warning about high-frequency trading.

The numerous order types - the instructions that govern price and other variables in a trade - and their use by high-frequency traders have sparked a growing debate over the structure of the U.S. marketplace.

Order types can reach an estimated 2,000 variations as a fully electronic market and more than 50 trading venues have multiplied the possibilities of how, when and with whom to trade. And they have changed how buying or selling interest in the market is detected.

Using order types to outsmart other traders has become the latest skirmish in a battle over the merits of high-frequency trading. While the proliferation of new order types baffles many market participants and has sparked talk of abuse, little proof of manipulation has shown up so far.

The largest and most powerful traders in the market use order types to gain a more favorable position in the order book and the exchanges have helped their best clients achieve that edge, said Sal Arnuk, a co-founder of brokerage Themis Trading LLC in Chatham, New Jersey.

"My point is the exchanges are providing their largest customers by revenue and volume, guaranteed economics. If that's not a red flag, I don't know what is," he said.

For their part, officials at U.S. exchanges are adamant that new order types are transparent and fully disclosed. Anyone can use order types. They are not just available to high-frequency traders.

Gary Katz, president of the International Securities Exchange, a leading U.S. options exchange, said complaints about poor disclosure are unwarranted as exchanges are required to make documentation on new order types available to everyone.

"This is a fully transparent mechanism," Katz said at a convention of the Security Traders Association in Washington last month.

Exchange officials deny they serve special interests, noting the Securities and Exchange Commission approves all new order types. The exchanges answer critics by saying some traders have figured out how order types can work to their advantage while other traders have failed to do their homework.

A source at the SEC said the most sophisticated exchange users go to great pains to figure order types out. Even if some may benefit certain participants more than others, "I don't know that there's necessarily fire there," the source said.

But critics say the confusion from order types allows only a few investors to profit from the changes.

"The pace at which order types are changing and morphing is faster than ever," said Chris Nagy, president of KOR Trading LLC, a consultant to exchanges and brokerages, pointing to a steady stream of regulatory filings for new order types whose complexity, he said, confounds even professional traders.

"Most industry experts can't keep up," said Nagy, a former managing director of order strategy at TD Ameritrade Holding Corp , whose job entailed tracking order types.

Themis Trading's Arnuk finds especially troubling so-called "hidden" order types that are non-routable, which means orders can be kept from going to another exchange to be executed at less favorable terms. Arnuk said such orders are abusive as the user can wait for a trading opportunity that better suits their needs.

Both Nagy and Arnuk called for a moratorium on order types, and Themis has urged the SEC to annul most order types and set up a panel to scrutinize any new proposals.

Exchange operator BATS Global Markets said in February that the SEC had sought information about the development, modification and use of order types, and its communications with certain market participants, including members that are affiliated with its stockholders and directors.

A moratorium would limit competition and would not be in the best interest of the U.S. market, said Chris Isaacson, chief operating officer at BATS, speaking at the securities traders convention.

New order types help create a more efficient market by allowing trading to occur in "different ways, in different time frames with different objectives," he said.

Traders can stipulate the time an order is in force, how much of an order will be held back in reserve, whether the price will be displayed or not and how it will be routed, in various combinations. BATS lists nine main order types on its website.

But, "if you count all those unique permutations you get to 2,000 and you create what can count as one, which is a limit order," he said.

Limit orders are among the most common order types. But one limit order, where the price is "hidden" or not always displayed, has been flagged by critics as suspect because its price can slide up or down as the market moves. While that move raises hackles, it can also improve an incoming order's price.

The SEC allowed hidden orders to prevent the bid, or what a buyer is willing to pay, and the asked, or the offer price, from locking, the market's term for when both quotes are the same.

In March 2004, when trading was slower and there was less volume, Nasdaq found that quotes locked or crossed - when the offer price is lower than the bid and vice versa - more than 500,000 times on average every day.

Few people outside of high-frequency traders understand hidden orders, said Lionel Mellul, a co-founder of Momentum Trading Partners LLC, a brokerage that closed in July.

"From my experience that type of order is acting like a ghost and that's the beauty of it, clients just can't detect them," Mellul said.

Haim Bodek, a former trader at UBS who founded a high-frequency options trading firm that was shut in 2011, believes traders have gained an unfair advantage through hidden orders. He outlined his concerns this week in an extensive critique on the Tabb Forum, a website dedicated to market issues.

Exchanges have not mandated the use of hidden orders, Bodek acknowledged, and he wrote: "Yes, speed matters -- but only if you know what order type to send and when to send it."

Bodek declined to comment when contacted by Reuters. Bodek's lawyer, Shayne Stevenson, a partner at Hagens Berman in Seattle, said Bodek has brought his complaints to the SEC.

"The only public comment we have is that we believe the evidence will show that the abusive properties of these order types were not disclosed by the exchanges and that financial institutions should be aware of these abuses," Stevenson said.

It's unclear how regulators will react to the allegations, which are directed at institutional investors. Most agree that for the retail investor, trading is cheap and efficient.

The SEC does not require a limit order to be displayed if a customer, because of a trading strategy, so wishes. But how an exchange discloses its order types is paramount to regulators, who insist the rules be coherent and adhered to.

"The statute doesn't say, 'We can't have complexity in the marketplace,'" said Gregg Berman, a senior adviser at the SEC. "It doesn't demand simplicity; it demands fairness, equitable treatment," Berman told a conference of the Securities Industry and Financial Markets Association in New York two weeks ago.

About once a month, I hear some variation of "I'm not willing to spend more than $50" in the same breath as "I want a really great pair of headphones?what do you recommend?" In the past, I would recommend spending more money?cheap headphones are usually poorly constructed and offer horrible audio performance. But a new breed of budget options is changing the game. The RHA SA950i, at $59.95 (list), is a great deal. If you like deep bass, the SA950i delivers, even at top volumes, without distortion, and the highly tweaked frequency response sounds far better than most sub-$60 options. Throw in a removable cable with iPhone controls, and the SA950i is?bargain for bass-lovers on a budget.

Design
The SA950i's simple, elegant design implies a higher price tag. Its supra-aural (on-ear) earcups have a glossy black plastic exterior, and the rest of the lightweight frame consists mainly of a padded black leather-like material and chrome accents. The design is reminiscent of the Skullcandy Roc Nation Aviator's sunglass-lens-shaped ear cup motif. Each ear cup houses a 40mm titanium-coated driver, with the RHA logo emblazoned on the chrome base of the headband.

More and more, we're seeing removable cables on headphones and earphones, and it's a welcome development?the removable cable adds tremendous value to your investment. Since cables are usually the first element of headphones and earphones to malfunction over time, in this case, you only need to replace the cable itself rather than the entire headphone pair. RHA SA950iThe SA950i's removable cable has a black fabric braided surface, with iPhone controls and a microphone built-in (the controls also work with most Android devices). The 3.5mm connector has a slightly broader base than you typically see for iPhone-friendly cables. It shouldn't be an issue with most iPhone cases, but it's worth noting.

There are no accessories to speak of, such as a case, bag, or an airplane adapter. But these exclusions ostensibly help keep the price of the SA950i down.

Performance
One common characteristic of cheap headphones is a tendency to seriously distort on deep bass, especially at high volumes and sometimes even at moderate levels. The RHA SA950i, however, shows just how far affordable headphones have come in this respect. At maximum volume on deep bass tracks, such as the Knife's "Silent Shout," there is no detectable distortion to speak of?and plenty of booming low end response. You get the feeling that if you were able to push the volume just a tad higher, distortion would enter the picture, but on our test suite of challenging deep bass songs, the SA950i had a clean response even at top, unsafe-for-listening volumes.

Beyond simply not distorting, the SA950i sounds surprisingly solid for a $60 pair. The bass is boosted noticeably, and the treble is tweaked significantly. The result is never harsh, but things can occasionally sound overly-bright, and low frequency elements of instrumental music?a large drum in "The Chairman Dances," a classical piece by John Adams, for instance?can sound far more bass-heavy and deep than they should. In other words, the RHA SA950i isn't for purists, but there's nothing really in this price range that is appropriate for the audio purist to begin with.

That said, the overall sound signature of the SA950i is easy to like. The response may be highly sculpted, but it lends a level of excitement to many styles of music, even classical and jazz?in some cases, despite the bass being on the heavy side.

The kick drum in Bill Callahan's "Drover" sounds a tad more intense, perhaps, than the mix engineer intended, but it certainly adds an interesting dimension to the song. Unfortunately, the tweaked highs and boosted lows leave the middle frequencies behind a bit, and sometimes vocals like Callahan's baritone can lose their edge and sound slightly muffled.

The thump of the beat and deep bass synth hits on Jay-Z and Kanye West's "No Church in the Wild" are delivered cleanly, and the while the vocals again sound a bit pinched or muffled, the sculpted highs brighten up other aspects of the mix.

If you love intense bass, the SA950i's sculpted response is about as good as it gets for $60 or less. The removable cable is a plus, and the lack of accessories is not a big deal for something this affordable. Another budget offering, the Senta-40 Wood Headphones by C. Crane, offers an alluring wood-based design and decent low frequency response, as well, but does have some minor distortion at top volumes. If you're interested in checking out a wireless option in this range, the Outdoor Technology DJ Slims ?sport a look that might not be for everyone, but deliver strong Bluetooth audio for just $10 more than the SA950i. Finally, if you like the on-ear look and feel, and your budget is much more flexible, the Bowers & Wilkins P3 ?offers excellent performance, though it's a bit less crisp than some listeners might prefer. For the money, however, the SA950i is a great deal, particularly for lovers of deep bass and modern music mixes.
